Understanding the use of cyberspace by terrorists is very critical from a counter-terrorism perspective. Tracking websites, understanding radical teachings on the web and being on the lookout for new patterns in how transnational terrorists communicate, recruit and train members are all essential ingredients of an effective counter-terrorism strategy. Monitoring jihad related websites, for example, will help in understanding extremists’ philosophical and religious views, as well as their views on grievances, root causes and other topical issues. By monitoring of the websites it will also be possible to track changes in terrorist tradecraft, support activities, and methods of attack. Further web monitoring will help map the linkages among various groups spread across the globe.
Under the Terrorist Informatics Project, ICPVTR has launched a training and capacity building programme with the National Library Board of Singapore (NLB). One NLB officer is seconded to work with the Centre and the School of Computer Engineering at the Nanyang Technological University to develop and deploy appropriate tools necessary for a comprehensive understanding of Cyberspace.
