The Developmental Response Project seeks to identify the underlying causes for politically motivated violence as well as address the differences between the types of individuals who chose to engage in violence. In the words of Paul Wilkinson, there are corrigible and incorrigible terrorists. The corrigible terrorists are ones that fight for tangible goals which could be either material or political. These goals are attainable and hence the fights are negotiable. The incorrigible terrorists are ones that are struggling for the purity of the cause, and thus this basis of their struggle renders it nonnegotiable.
ICPVTR seeks to engage those amenable to peaceful redress of their grievances.
