The Developmental Response Project seeks to identify the underlying causes for politically motivated violence as well as addressing the differences between types of individuals who chose to engage in violence. In the words of Paul Wilkinson there are corrigible and incorrigible terrorists . The corrigible terrorists are fighting for tangible goals, either material or political. These are negotiable. The incorrigible terrorists are struggling for the purity of the cause, which may not be negotiable.

ICPVTR will then seek to engage those who are amenable to peaceful redress of their grievances.
