From 19 to 21 September 2007, the S. Rajaratnam School of International Studies(RSIS), the National Defense College of the Phillippines(NDCP) and World-Check held a three day Seminar on Terrorist Financing at the NDCP Honor Hall in Manila. Dr. Rohan Gunaratna and Maria Ressa delivered the keynote addresses; additional lecturers included: Arabinda Acharya and Clay Shwery from the International Centre for Political Violence and Terrorism Research, Charithie Joaquin from NDCP, Jay Jhaveri and John Solomon from World-Check, and Gunawan Husin from the Royal Bank of Scotland. Arabinda Acharya and Jay Jhaveri served as joint chairs. The lectures covered an array of key subjects including an overview of countering the financing of terrorism, the future of terrorism, the nexus between crime and terrorist financing, the inadequacy of international sanctions lists, and case studies in terrorist financing. This conference brought together many important stakeholders from both the public and private sector. Among the agencies represented were the Philippines Armed Forces, the Police and Airport Police, the Securities and Exchange Commission, the Department of Justice, and the Judiciary. The "Seminar-Workshop on Terrorist Financing" was a tremendous success, and the group's understanding of the danger of terrorist financing and methods to counter it was greatly improved. However, participants felt that since terrorist financing can only be countered through successful partnership among all key stakeholders, there was a need for another seminar involving members from the banking industry.

From 21 to 23 November 2007 the second “Seminar-Workshop on Terrorist Financing” took place in Manila. This seminar was again produced through the collaboration of RSIS, NDCP and World-Check. The participants of the conference came primarily from the banking and regulatory sector, the mobile banking industry, law enforcement and the department of justice. Because the participants were primarily from the private sector and largely from the financial industry, the lectures and lecture topics were carefully tailored to best serve their needs. This seminar was an unqualified success, and it greatly improved the partcipants' awareness and knowledge of terrorist financing. Director Aida Maria Talavera, from the Commission on Audit, remarked during the concluding ceremony, “After this seminar, we can never view the world as we did before. We are threatened but we are not afraid. Instead we are challenged. Thank you for giving us this opportunity for change and to become change agents. After this conference we can no longer view terrorist financing in the same way”. Lecturers included Dr. Rohan Gunaratna, Arabinda Acharya and Clay Shwery from ICPVTR, Jay Jhaveri from World-Check, Gunawan Husin from RBS, Charithie Joaquin from NDCP, Atty Vincente Aquino, Executive Director AMLC and Prof. Emmanuel B Guina from the University of Asia and the Pacific. Arabinda Acharya and Jay Jhaveri served as joint chairs for the conference.
